29 CFR 1910.333(c)(2): The employer did not ensure that only qualified persons were working on energized circuits and that qualified persons were familiar with the proper use of special precautionary techniques, personal protective equipment (PPE), insulating and shielding materials, and insulated tools: a/ Inside of the Reclaim Department, the employer authorized "unqualified" employee(s) to work with testing equipment around live conductors belonging to the American Baler, m/n PAC4029-830, s/n 9327. The "unqualified" employee(s) were unable to identify any special precautionary techniques, the minimum level of PPE required, or for the need for insulating or shielding materials to include tools. This baler was electrically powered by 480 volts and 50 amperes.
