Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: (a) Actual and potential fire and burn hazards during the evacuation and re-filling of oxygen cylinders due to the actual or potential use of unapproved lubricating oil in vacuum pumps used for oxygen service. %% Among other methods, one feasible and acceptable abatement method to correct this hazard us to use only fluorocarbon oils specifically approved for oxygen use, and to specify this in written company procedure in which all affected employees are adequately trained. The use of fluorocarbon oils in oxygen service equipment is specified by the Compressed Gas Association, Inc. document no CGA P-15-1985, "Filling of Industrial and Medical Nonflammable Compressed Gas Cylinders", paragraph 3.4. %%
