29 CFR 1926.451(f)(7): Scaffolds were not erected, moved, dismantled, or altered, by trained and experienced employees selected by, and under the supervision and direction of a competent person qualified in scaffold erection, moving, dismantling or alteration. a) Jobsite: 1900 Spring Garden St, Philadelphia, PA - Scaffold. On or about 6/24/13, no competent person supervised or directed the erection and alteration of the supported tubular welded frame scaffold in a manner that ensured the safety of the workers to the extent that was feasible. Employees used scaffold to perform brick pointing and washing activities with the rear leg of the end frame on the west end cut out to accommodate its placement over the staircase at the front of the building.
