Text For Citation: 01 Item/Group: 005A Hazard:
29 CFR 1926.454(a)(1): The employer failed to have each employee who performs work while on a scaffold trained regarding the nature of any electrical hazards, fall hazards and falling object hazards in the work area. a) 1718 North 42nd Street, Philadelphia, PA- The workers were not provided training regarding the nature of electrical hazards and fall hazards presented while working on scaffolds. On December 19, 2012 employees installed aluminum flashing/capping from the top level of a tubular steel scaffold, over 32 feet above the sidewalk below and no guardrails were installed or other fall protection was provided and the scaffold was too close to 13.2KV electrical distribution wires. Conditions noted on December 19, 2012. NOTE: Abatement certification and documentation required within 10 days after abatement date. The certification shall include a statement that abatement is complete, the date and method of abatement, and state that employees and their representatives were informed of this abatement. Abatement documentation shall include documents demonstrating that abatement is complete, such as evidence of the purchase or repair of equipment, photographic or video evidence of abatement or other written records.
