Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: %% (a) Actual and potential inhalation of noxious residual gases when venting compressed gas cylinders into the indoor atmosphere of the cylinder filling/pumping room. %% Among other methods, one feasible and acceptable abatement method is correct this hazard is to vent all compressed gas cylinders through a properly designed vent valve or vented manifold system to the outside atmosphere, unless the identity and purity of all returned compressed gas cylinders have been confirmed by analysis. %% This abatement method would comply with the Compressed Gas Association, Inc. document no CGA P-15-1985, "Filling Gas Cylinders", paragraph 3.3.1. Once the properly designed manifold venting systems are in place the company shall specify their use in a written company procedure in which all affected employees are adequately trained. %%
