29 CFR 1926.451(h)(1): Each employee on a scaffold was not provided with additional protection from falling hand tools, debris, and other small objects through the installation of toeboards, screens, guardrail systems, or through the erection of debris nets, catch platforms, or canopy structures that contain or deflect the falling objects: a) 104 Emerson Court, southern most unit, end unit-Employees were working approximately 16 feet above the ground, from a pump jack scaffold system without adequate toeboards or other acceptable means to contain or deflect falling objects, on or about 03/05/14; b) 104 Emerson Court, unit #3, northern most scaffold setup-Employees were working approximately 7 feet above the ground, from a pump jack scaffold system without adequate toeboards or other acceptable means to contain or deflect falling objects, on or about 03/05/14; c) 104 Emerson Court, scaffold setup on the south end of building-Employees were working approximately 16 feet above the ground, from a pump jack scaffold system without adequate toeboards or other acceptable means to contain or deflect falling objects, on or about 03/05/14.
