29 CFR 1910.119(d)(3)(i)(B): The employer did not ensure process safety information pertaining to the equipment in the process included the piping and instrument diagrams (P&ID'S): ALON USA, LP, 200 Refinery Road, Big Spring, TX. The employer does not ensure the Process Safety Information depicted on P&IDs was up to date and accurate. This violation was observed on or about April 15, 2009 in the following instances: a) The Acid Gas Scrubber P&ID Drawing No. 71-F-D-005, Issue 15 for the Sulfur Recovery Unit #2 shows two check valves leading to the flare line on the P&ID. These check valves have been physically removed from the system. A 1-inch bleeder valve observed on the Plant Acid Gas line is not depicted on this P&ID. b) The Stripper, Reboiler & Condenser Pot P&ID Drawing No. 72-F-D-014, Issue 16 for the SCOT Tail Gas Unit does not show three valves which were added to the SCOT Stripper 072T- 005. c) The Burner & Reactor P&ID Drawing No. 71-F-D-009, Issue 20 for the Sulfur Recovery Unit #2 is missing two 1-inch bleeder valves. A chain valve and 2-inch valve which were added to the system are not depicted on this P&ID. d) The Stripper H2O Pumps P&ID Drawing No. 74-F-D-013, Issue 16 for the Sour Water Stripper Unit shows Flow Control Valve 74FV 2208 on the P&ID. This flow control valve has been physically removed from the system. A 2-inch valve has replaced the flow control valve and this 2-inch valve with a flange at the end is not depicted on the P&ID. e) The Generator, Burner and Mix Chamber P&ID Drawing No. 72-F-D-006, Issue 14 for the SCOT Tail Gas Unit shows a section of 3/4-inch pipe going into the burner. This section of pipe was physically removed from the system. A new ignitor was installed into the burner and this new ignitor is not depicted on the P&ID. Pursuant to 29 C.F.R. 1903.19, within ten (10) calendar days of the date of this citation, the employer must submit documentation showing that it is in compliance with the standard, including describing the steps that it is taking to ensure that information pertaining to the equipment in the process includes the P&ID's.s
