Section 5(a)(1) of Public Law 91-596, the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees, in that employees were exposed to hazard of being struck by exploding rims/tires: OR IN THE ALTERNATIVE: 29 CFR 1910.177(d)(1): The employer shall furnish a restraining device for inflating tires on multi-piece wheels: (a)East Bank, Mechanics Shop - No restraining device available, such as a cage or rack to constrain rim wheel components during an explosive separation of a multi-piece rim wheel. (b)West Bank, Mechanics Shop - No restraining device available, such as a cage or rack to constrain rim wheel components during an explosive separation of a multi-piece rim wheel. Among other methods, one feasible and acceptable abatement to correct this hazard is to provide cages or racks as outlined in 29 CFR 1910.177.
