Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazard of electrical shock, burn or electrocution, where exposure to energized equipment while performing any service or maintenance on a machine or equipment and the start up or release of stored energy could occur: (a)F/T Ocean Peace: The employer did not provide written documentation for the control of potentially hazardous energy when employees are engaged in these activities. Among other methods, one feasible and acceptable abatement method to correct this hazard would be to develop and implement a written lockout/tagout program and conduct training to ensure that before any employee performs electrical servicing or maintenance, the machine or equipment is isolated from the energy source and rendered inoperative.
