29 CFR 1926.1053(b)(13): The top or top step of a stepladder was used as a step: a) Boiler Room: On or about June 30, 2025, the employer exposed the employee to a 10-foot fall hazard to the lower concrete level, in that the 10-foot ladder provided required the worker to use the top step and cap to access the 12-foot wall cap used as a walking/working surface.
