29 CFR 1910.119(i)(1): Pre-startup safety review was not performed when modifications to existing facilities significant enough to require a change in the process safety information were made: (a) Cargill, Inc. DBA Cargill Meat Solutions Corporation, 1505 East Burlington Avenue Fort Morgan, CO 80701: On or about February 10, 2025, the employer did not complete a pre-startup safety review (PSSR) to verity that the safety, maintenance, and emergency procedures are in place and are adequate prior to restarting the ammonia refrigeration system after installing a new isolation valve on piping lines CS 100 and 101 located on the penthouse roof above surge 1 - holding cooler for the carcass. This exposed employees to inhalation hazards associated with ammonia.
