29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: a. At the intersection of International Speedway and Atlantic Avenue in Daytona Beach Florida. On or about May 28, 2024, in the 6-feet deep trench, the employer exposed employees to a 13-feet fall hazard from the top of the egress ladder to the bottom of the storm drain, in that the access ladder did not extend at least 3 feet above the upper landing surface of the grade level for employees to access and egress from the storm drain connection.
