29 CFR 1910.119(j)(4)(ii): Inspection and testing procedures did not follow recognized and generally accepted good engineering practices (RAGAGEP): a) Acid Area, Vertical Tank Farm, Piping for Oleum: On or about October 24, 2023, the employer failed to perform internal inspections and thickness testing on Teflon-lined carbon steel and stainless steel piping systems used to transfer oleum, as required by the employer-selected RAGAGEP from the American Petroleum Institute, API 570-2016. Failure to appropriately inspect and test piping systems could result in a release of oleum and expose employees to serious injury or death from chemical inhalation. b) Acid Area, Vertical Tank Farm, Piping for Sulfuric Acid: On or about October 24, 2023, the employer failed to perform internal inspections and thickness testing on Teflon-lined carbon steel and stainless steel piping systems used to transfer sulfuric acid, as required by the employer-selected RAGAGEP from the American Petroleum Institute, API 570-2016.
