29 CFR 1910.147(c)(7)(i): The employer shall provide training to ensure that the purpose and function of the energy control program are understood by employees and that the knowledge and skills required for the safe application, usage, and removal of the energy controls are acquired by employees. The training shall include the following: (A): Each authorized employee shall receive training in the recognition of applicable hazardous energy sources, the type and magnitude of the energy available in the workplace, and the methods and means necessary for energy isolation and control. a) On or about March 23, 2023 at the bottom of Depallitizer #1, employees including but not limited to Sanitation Workers were not provided training on the recognition of hazardous energy sources and the method and means necessary for locking out, isolating and controlling the energy in that Sanitation Workers were not locking out and isolating the electrical energy when cleaning the Depallitizers including but not limited to Depallitizer #1, exposing employees to struck by, caught in, and gravity energy hazards. This hazard was last observed to be present on March 30, 2023.
