29 CFR 1926.65(h)(1)(i): Monitoring was not performed in accordance with 29 CFR 1926.65 where there could have been a question of employee exposure to hazardous concentrations of hazardous substances in order to ensure proper selection of engineering controls, work practices and personal protective equipment so that employees were not exposed to levels which exceed permissible exposure limits, or published exposure levels if there are not permissible exposure limits, for hazardous substance: a) North End Seawall: On or about July 15, 2020, employees performed hazardous waste clean-up operations excavating and placing contaminated soil into containments without an exposure monitoring program exposing them to inhalation hazards of volatile organic compounds.
