29 CFR 1910.147(c)(4)(ii): The energy control procedures did not clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of hazardous energy, including, but not limited to Items of this section: a) Kissner USA Holding Group/Magco, Inc. - On or about December 2, 2018, the employer failed to develop clear and specific steps to be followed in order to control hazardous energy for employees engaged ins servicing and maintenance of equipment, to include but not limited to the Fluid Bed Dryer. NOTE: The procedure must contain information which authorized employees must know to safely control hazardous energy. Over generalization can result in a document which has little or no utility to the employee who must follow procedure. However, while the procedure is required to be written in detail, this does not mean that a separate procedure must be written for each and every machine or piece of equipment. Similar machines and/or equipment (those using the same type and magnitude energy) that has the same or similar types of controls can be covered with a single procedure.
