Text For Citation: 01 Item/Group: 005 Hazard:
29 CFR 1926.1060(a): The employer did not provide a training program for each employee using ladders and stairways, as necessary, which would enable each employee to recognize hazards related to ladders and stairways and train each employee in the procedures to be followed to minimize these hazards: The employer is failing to provide employees with adequate and effective ladder safety training prior to allowing them to work on a residential style roof. This was most recently documented at 904 Deer Run Lane Papillion, Nebraska on or about May 29, 2018 when the employer had employees working on the roof of the residence. The workers were exposed to falls of over 11 feet to dirt and concrete below. This training would allow each employee to recognize the hazards of falling and allow them to understand the proper procedures to be followed in order to minimize these hazards. Workers were observed climbing up portable extension ladders which were set up incorrectly. Had the employees had this training the observed instances would not have been present on the job site. The ladder did not stand three feet above the upper landing surface (roof) of the building nor was it secured from displacement.
