29 CFR 1910.119(f)(1)(ii): The employer did not develop and implement written operating procedures that provided clear instructions for safely conducting activities involved in each covered process consistent with the process safety information that addressed operating limits: The employer is failing to protect employees from explosion and fire hazards by failing to address the safe operating limits, the consequences of deviating from the safe operating limits, or the steps to correct or avoid deviations for the Tetrazene manufacturing process in the Tetrazene standard operating procedure. This was most recently documented at 25201 East 78 Highway, Independence, Missouri, building 85, bay 901. The company developed a Tetrazene Standard Operating Procedure, SOP Number 85A-11-2, which does not contain safe operating limits, the consequence of deviating from the safe operating limits, or the steps to correct or avoid deviations.
