29 CFR 1926.1051(a): Stairways or ladders were not provided at all personnel points of access where there was a break in elevation of 19 inches (48 cm) or more, and no ramp, runway, sloped embankment, or personnel hoist was provided: a) 590 Springvale Rd, Red Lion PA - The employer did not provide a ladder or other safe means of access for employees accessing a roof 13 feet - 2 inches above ground. Employees climbed a powered ladder platform hoist to access and egress from the roof, on or about July 22, 2016. No abatement certification or documentation required.
