Executive Order 12196 Section 1-201(a) of the Occupational Safety and Health Programs for Federal Employees: The Head of the Agency did not furnish employment and a place of employment that was free from recognized hazards that were causing or likely to cause death or serious harm to employees in that employees were exposed to the hazard of falling: a) The "access to" and "exit from" the maintenance platform located between the headend of the CF-4 east and the CF-7 west conveyor. The employee would have to climb over the handrail and strattle a 26 inch area to gain access to this platform creating the hazard of an approximate 15 foot fall.
