29 CFR 1910.147(c)(4)(ii): The energy control procedures did not clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of hazardous energy: Q1, Q Line Palletizer: On, or about, July 1, 2016, the Lock Out/Tag Out Procedure provided for the Chantland Palletizer/Pallet Magazine did not include the potential for gravity and/or mechanical hazards created when employees were required to access the lower elevator section by walking/standing on free-wheeling conveyor rollers.
