Text For Citation: 01 Item/Group: 005 Hazard: GUARDING
Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to amputation hazards: (a) On or before February 28, 1998, the employer did not adequately instruct and train the operators in the safe method of work before allowing the operation of the hydraulic pill presses in the facility. Press operators were using improper cleaning practices when reaching into the die area and cleaning out the dies with compressed air and operating the hydraulic pill presses without the use of all guards in place. American National Standards Institute (ANSI) B11.2-1982, paragraph 7.1 states: "The employer shall instruct and adequately train the operators in the safe method of work before allowing operation of any hydraulic power press covered by this standard. The employer shall ensure by adequate supervision that correct operating procedures are being followed." Abatement Note: Among other methods, one feasible and acceptable abatement method to correct the hazard is to ensure that each and every press operator is adequately trained over every aspect of the operation of these hydraulic presses including the review of all manuals and written materials.
