29 CFR 1926.1431(a): The use of equipment to hoist employees was not prohibited except where the employer demonstrates that the erection, use, and dismantling of conventional means of reaching the work area, such as a personnel hoist, ladder, stairway, aerial lift, elevating work platform, or scaffold, would be more hazardous, or is not possible because of the projects structural design or worksite conditions. (a) Feed Mill - On or about November 17, 2015 a personnel platform was used to hoist employees to elevated work areas instead using other safer equipment, such as, an aerial lift, etc.
