(a)Ring-neck Energy & Feed, LLC dba Ringneck Energy LLC at 901 Redwood Avenue in Onida, SD 57564: On or about and at times prior to July 9, 2023, the employer did not ensure the Emergency Shutdown Operating Procedure provided clear instructions for steps required to correct or avoid deviation from the operating limits of the covered process. This condition exposed employees to fire and explosion hazards. (b)Ring-neck Energy & Feed, LLC dba Ringneck Energy LLC at 901 Redwood Avenue in Onida, SD 57564: On or about and at times prior to July 9, 2023, the employer did not ensure the Long-Term Shutdown Operating Procedure provided clear instructions for steps required to correct or avoid deviation from the operating limits of the covered process. This condition exposed employees to fire and explosion hazards. (c)Ring-neck Energy & Feed, LLC dba Ringneck Energy LLC at 901 Redwood Avenue in Onida, SD 57564: On or about and at times prior to July 9, 2023, the employer did not ensure the Short-Term Shutdown Operating Procedure provided clear instructions for steps required to correct or avoid deviation from the operating limits of the covered process. This condition exposed employees to fire and explosion hazards.
