29 CFR 1910.119(f)(1)(iii)(B): The employer shall develop and implement written operating procedures that provide clear instructions for safely conducting activities involved in each covered process consistent with the process safety information and shall address safety and health considerations including precautions necessary to prevent exposure, including engineering controls, administrative controls, and personal protective equipment; At the facility located at 1330 Lime Kiln Road, Green Bay, WI 54311; the employer's written Standard Operating Procedures (SOP) did not address the safety and health considerations including precautions necessary to prevent exposure through engineering controls. The "Engineering and Administrative Controls to Prevent Exposure" sections of SOPs for Evaporators ERB134, ECC1E17, and ECC3C87 listed ventilation and ammonia detectors as engineering controls which were not present in the evaporator areas.
