29 CFR 1910.119(d)(3)(i)(F): Process safety information pertaining to the equipment did not include the design codes and standards employed: ALON USA, LP, 200 Refinery Road, Big Spring, TX. The employer does not include the design codes and standards employed in the process safety information. This violation was observed on or about April 15, 2009 in the following instances: a) The Alky Plant Air Water Knockout Drum (calculated to have a volume of approximately 11 cubic feet) in the plant air system to the Alkylation Unit, carries compressed air at 85 psig. The vessel carries no National Board data plate, nor can any information regarding this vessel be found regarding the design codes for this pressure vessel, designated as 011D-036. b) The Clark Compressor Knockout drum, feeding a hydrogen stream to the Clark Compressor in the Diesel Hydrotreater Unit, held up to 260 psig. Inspection records for this vessel indicated that it was re-rated, but they do not indicate any information regarding the design codes for this vessel. No other records of this vessel could be found, and there is no visible National Board data plate to verify the design codes for this vessel, designated as 080D-009. c) The diglycolamine (DGA) Surge Drum, which carries a stream of acid gas mixed with DGA between the Fuel Gas Treater and the #1 Sulfur Recovery Unit, has a partially obliterated and illegible data plate, but there are no other records or documentation regarding the design codes for this pressure vessel, designated as 010D-123. d) The DGA Recovery Drum, downstream of the DGA Surge Drum, does not have a visible National Board data plate. No records regarding the construction of this vessel could be found and there is no documentation regarding the materials of construction for this pressure vessel, designated as 069D-004. e) The Primary Acid Gas Knockout Drum, which carries acid gas containing hydrogen sulfide to the Acid Gas Scrubber in the #1 Sulfur Recovery Unit, does not have a visible National Board data plate. No documentation could be found regarding the construction of this vessel, designated as 069D-002. Pursuant to 29 C.F.R. 1903.19, within ten (10) calendar days of the date of this citation, the employer must submit documentation showing that it is in compliance with the standard, including describing the steps that it is taking in the workplace to ensure that process safety information pertaining to the equipment includes the design codes and standards employed.
