29 CFR 1910.216(d)(1): Mills. Where a mill is so installed that persons cannot normally reach through, over, under, or around to come in contact with the roll bite or be caught between a roll and an adjacent object, then, provided such elements are made a fixed part of a mill, safety control devices listed in paragraph (b) of this section shall not apply. On or about December 2, 2024, and at times prior thereto, within the stock prep area, employee(s) utilized a Thropp Rubber Mill without adequate protection that allowed employees to reach over the top and come into contact with the roll of the mill, while performing cleaning operations.
