29 CFR 1926.451(g)(4)(ix): Mid-rails, screens, mesh, intermediate vertical members, solid panels, and equivalent structural members of a guardrail system were not capable of withstanding, without failure, a force to applied in any downward or horizontal direction at any point along the mid-rail or other member of at least 75 pounds for guardrail systems with a minimum 100 pound top rail capacity, and at least 150 pounds for guardrail systems with a minimum 200 pound top-rail capacity: a) 859 Communipaw Ave., Jersey City, NJ The employer did not ensure that employees working from Werner pump jack scaffolding, at approximately 42 feet, were protected from fall hazards. Employees installing Exterior Insulation and Finish Systems (EIFS) to the building exterior worked from a scaffold platform where the mid-rail netting was secured to the workbench (top-rail) by using wire and the top-rail was nailed together 2X4's and did not extend to the ends of the scaffold platform. Violation occurred on or about 02/02/2024
