29 CFR 1910.147(c)(4)(ii): The energy control procedures did not clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of hazardous energy, including, but not limited to Items of this section. On or about July 13, 2023, employees were performing servicing and maintenance activities including, but not limited to clearing jams in the tube deburr machine. The written energy control procedure for the deburr machine had deficiencies including, but not limited to the following: (a) The energy control procedures did not specify who was authorized to use lockout procedure. (b)The energy control procedures did not contain a specific statement of the intended use of the procedure. (c)The energy control procedures did not specify the means to enforce compliance.
