29 CFR 1926.1053(b)(4):Ladders were not used for the purpose for which they were designed: (a) Jobsite location 2802 Cecil B. Moore Ave. Philadelphia, PA - 19121: The employer did not ensure that the 6 foot Portable A-Framed Werner ladder was used, per manufacturer's design. Employees used the ladder as a means for entry and exit for the building in a closed position and leaned against the wall structure prior to its use, thus exposing employees to a fall hazard of approximately 5 feet to ground level. Condition observed on or about June 1, 2021.
