29 CFR 1926.451(c)(2)(i): Footings were not level, sound, rigid and capable of supporting the loaded scaffold without settling or displacement. On or about 14 July 2017, and at times prior thereto, three masons were performing work activities while on a scaffold that was not rigid and stabilized to prevent displacement, exposing the workers to a fall hazard of approximately 14 feet 9 inches to the concrete below.
