29 CFR 1910.147(c)(7)(i): The employer did not provide training to ensure that the purpose and function of the energy control program were understood by authorized, affected, and other employees and that the knowledge and skills required for the safe application, usage, and removal of the energy controls were acquired by authorized employees: (a) Throughout the facility; Authorized level energy isolation (lockout) training was not provided for employees to inform them of the means and methods to use for isolating hazardous energy sources before they performed servicing, maintenance, and setup activities on equipment including, but not limited to, extrusion presses which had multiple energy sources including pneumatic, hydraulic, electric, and thermal. (b) Throughout the facility; Affected level energy isolation (lockout) training was not provided to inform employees of the purpose and function of the energy control program.
