(a)Ring-neck Energy & Feed, LLC dba Ringneck Energy LLC at 901 Redwood Avenue in Onida, SD 57564: On or about and at times prior to July 8, 2023, the employer did ensure the Emergency Shutdown operating procedure was implemented after loss of natural gas pressure on site. The molecular sieve feed pump was not stopped and HV-4660 was not closed in a timely manner resulting in "cold" ethanol entering the sieves and saturating the sieve beds. (b)Ring-neck Energy & Feed, LLC dba Ringneck Energy LLC at 901 Redwood Avenue in Onida, SD 57564: On or about and at times prior to July 8, 2023, the employer did not ensure the Emergency Shutdown operating procedure assigned shutdown responsibilities to qualified operators to ensure that emergency shutdown is executed in a safe timely manner. (c)Ring-neck Energy & Feed, LLC dba Ringneck Energy LLC at 901 Redwood Avenue in Onida, SD 57564: On or about and at times prior to July 8, 2023, the employer did include a release of hazardous chemicals as a condition under which emergency shutdown is required.
