29 CFR 1910.119(f)(1):The employer shall develop and implement written operating procedures that provide clear instructions for safely conducting activities involved in each covered process consistent with the process safety information and shall address at least the following elements. a. On or about January 25, 2022, the employer failed to develop and implement written operating procedures for safe operation of the ammonia refrigeration system. Ammonia when catastrophically released from a refrigeration system poses an asphyxiation hazard to employees.
