29 CFR 1926.1053(b)(1): The portable ladder used for access was not secured at its top to a rigid support that will not deflect and along with a grasping devise to assist employees mounting and dismounting the ladder: (a) Jobsite located at 2802 Cecil B. Moore Ave. Philadelphia, PA - 19121: The employer did not ensure that the 6 foot Portable A-Framed Werner ladder was secured to a rigid support with a grasping device, providing a safe means of entry and exit for the structure , thus exposing employees to a fall hazard of approximately 5 feet to ground level. Condition was observed on or about June 1, 2021
