29 CFR 1910.29(b)(1): 29 CFR 1910.29(b)(1): A top rail, or equivalent guardrail system member, 42 inches (107 cm), plus or minus 3 inches (8 cm), above the walking-working surface was not installed: a) On the pic-line platform: On or about April 10, 2018, and at times prior thereto, employees were exposed to fall hazards of approx. 20 ft. to the ground, in that the top edge of guardrails were 35 in. from platform base where employees traversed to perform sorting activities. b) On the shredder-machine platform: On or about April 10, 2018, and at times prior thereto, employees were exposed to fall hazards of approx. 20 ft. to the ground, in that the top edge of guardrails were 35 in. from platform base where employees traversed to perform operational and maintenance activities. c) On (2) main-office platforms: On or about April 10, 2018, and at times prior thereto, employees were exposed to fall hazards of approx. 6 ft. to the ground, in that the top edge of guardrails were 35 in. from platform base where employees traversed to enter and exit the office.
