29 CFR 1910.147(c)(4)(ii): The energy control procedures did not clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of hazardous energy, including, but not limited to Items of this section: (a) 4 Bay: On March 20, 2018 and times prior, the employer has not developed a specific energy control procedure for the Acer E-Mill (model #3VKH-54) for maintenance employees that conduct lockout/tagout on the mill during servicing and maintenance. The Acer E-Mill has multiple energy sources, 240 volt electrical and 95 psi pneumatic pressure.
