29 CFR 1910.119(n): Emergency planning and response. The employer shall establish and implement an emergency action plan for the entire plant in accordance with the provisions of 29 CFR 1910.38. In addition, the emergency action plan shall include procedures for handling small releases. Employers covered under this standard may also be subject to the hazardous waste and emergency response provisions contained in 29 CFR 1910.120 (a), (p) and (q). a) The employer's Emergency Action Plan did not provide adequate guidance on determining potential dangerous locations for employees and procedures to be followed to protect employees during ammonia releases. b) On or about February 21, 2017, employees working in the Scanima Room were not notified of the evacuation. c) On or about February 21, 2017, employees were not accounted for approximately 1.5 hours after the first departments started evacuating their employees from their work areas around 1 am.
