29 CFR 1926.1428(a): The employer of the signal person did not ensure that each signal person meet the Qualification Requirements (paragraph (c) of this section) prior to giving any signals. This requirement was not met by using either Option (1) or Option (2) of this section: a. On or about January 8, 2013, on the south side of the building, an unqualified employee was giving the crane operator hand signals.
