29 CFR 1910.119(l)(3): Employee involved in operating a process whose job tasks will be affected by a change in the process were not informed of, and trained in, the change prior to start-up of the process or affected part of the process: a) Jobsite: Marcus Hook Refinery, Plant 17 - Employees operating a process affected by Management Of Change 17-1P20110308-1 (Compressor temporary piping) were not informed or trained in the change prior to start-up of the affected part of the process. Operators were informed of or trained in the change after implementation of the change and after beginning work in the area containing the affected process. Observed on 04/25/2011. b) Jobsite: Marcus Hook Refinery, Plant 17 - Employees operating a process affected by Management Of Change 17-2ABTX20110304-1 (Heater control relocation) were not informed or trained in the change prior to start-up of the affected part of the process. Operators were informed of or trained in the change after implementation of the change and after beginning work in the area containing the affected process. Observed on 04/252011. c) Jobsite: Marcus Hook Refinery, Plant 17 - Employees operating a process affected by Management Of Change 17-1P20110122-1 (Shutdown pushbutton reconfiguration) were not informed or trained in the change prior to start-up of the affected part of the process.
