29 CFR 1910.119(j)(4)(iii): The frequency of inspections and tests of process equipment shall be consistent with applicable manufacturers' recommendations and good engineering practices, and more frequently if determined to be necessary by prior operating experience. Throughout the Production area, Piping for the Production Refrigeration System: The piping for the system was not inspected within 5 years as outlined in IIAR Bulletin No. 109 titled Guidelines for IIAR Minimum Safety Criteria for a Safe Ammonia Refrigeration System and API 531. The last non destructive testing on the system piping was conducted on April 24- 26, 2006. Abatement certification is required for this violation. The abatement certification sheet is enclosed with the citations.
