a means for their rapid rescue, in that: (1) The employer does not have a rescue plan, system, or devices available for expedient removal as necessary: (2) Emergency medical services were not capable of providing high angle / location rescue; and (3) Employees are not trained in methods and procedures needed for rapid evacuation from elevated locations (high angle rescue) as determined on March 6, 2006. To abate the specific instance of the violation above, and at all future worksites covereed by this standard, the employer must ensure that a rescue plan meeting the requirements of paragraph (a)(1) is developed to rescue employees from the top of the stack in the event of a fire. One means of abatement among others is to (1) Establish a rescue procedure including training for employees and the acquisition and usage of a controlled decent device to allow a controlled lowering of an employee; (2) Pre-planning to include the capabilities of a local Fire / rescue services for equipment availability (height), high angle rescue capability, and their response time to the worksite.
