Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm in that employees were exposed to the hazard of steam burns due to inadequate procedures and training to respond to catastrophic releases of steam: Throughout the Boilerhouse/Powerhouse #1, the employer failed to develop emergency procedures to address large steam releases. Employees were exposed to serious burns while responding to a catastrophic steam line rupture. Among other methods, one feasible and acceptable abatement method to correct this hazardous condition would be to implement operating procedures and training to address emergency conditions as described in the National Fire Protection Association (NFPA) Boiler and Combustion Systems Hazard Code 85 - 2004 Edition. **Abatement documentation required for this item**
