Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The %% employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that: a) Employees were exposed to the hazard of being struck and/or crushed by moving railway equipment when required to perform the duties of riding on top of flat railroad coil car into Bldg. #25, and of switching, coupling and uncoupling levers and adequate sill steps and/or side handholds. In the Steel Division yards and services department, employees were required to switch, couple and uncouple railway cars that were not equipped with uncoupling levers and adequate sill steps and/or side handholds. The following Gondola cars were not so equipped: 1) #7923 2) #7721 3) #8303 4) #7601 5) #7716 6) #8312 7) #7730 8) #7919 9) #8012 10) #7911 11) #7887 12) #8019 13) #7610 14) #7889 15) #8305 16) #7720 17) #7605 18) #7885 19) # 333 Among other methods, the following are feasible and acceptable methods of abatement: 1) Do not allow employees to ride on top of flat railraod coils cars into any building. 2) Equip all of the above mentioned Gondola cars with uncoupling levers and adequate foot sills and handholds.
