29 CFR 1926.451(f)(7):Scaffolds shall be erected, moved, dismantled, or altered only under the supervision and direction of a competent person qualified in scaffold erection, moving, dismantling or alteration. Such activities shall be performed only by experienced and trained employees selected for such work by the competent person. a. On or about December 4, 2023, located at the jobsite 4547 West Northbank Road, Buckeye Lake, Ohio, the employer did not ensure that a scaffold platform being used by personnel for installation of windows was erected and moved under the supervision and direction of a competent person. A scaffold platform without any form of fall protection in place was being utilized by a worker at heights over 19 feet on the forks of a Genie model GTH-644 rough terrain forklift that was not designed for elevating personnel which exposed the employee to fall hazards.
