29 CFR 1910.120(q)(2)(xi): The emergency response plan did not address, to the extent not addressed elsewhere, personal protective equipment and emergency equipment: On or about November 20, 2023, the emergency action plan did not include adequate procedures to be followed by employees who remain to operate critical plant operations before they evacuate in that the plan did not specify how employees would be provided with appropriate personal protective equipment such as respiratory protection which would require an emergency response plan to be developed.
