29 CFR 1910.307(c): Equipment, wiring methods, and installations of equipment in hazardous (classified) locations were not intrinsically safe, approved for the hazardous (classified) location, or safe for the hazardous (classified) location: (a) Green Waste Area - On or about February 1, 2023, the employer failed to ensure that electrical equipment installed was approved for use inside an intermodal shipping container (CONEX), a designated hazardous location. The employer used the CONEX as enclosed, short-term storage for spent cannabis waste that had been saturated in butane. A spark was generated when an employee attempted to attach a portable space heater to an extension cord attached to an electrical outlet box mounted just inside the CONEX entrance. The electrical equipment provided was not rated for hazardous (classified) locations. The spark ignited flammable vapors and resulted in an explosion and fires within the CONEX. The CONEX and adjacent building were heavily damaged in the blast and the employee was hospitalized with burns to the hands and face. Abatement documentation is required for this item in accordance with the requirements of 29 CFR 1903.19(d).
