29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: At buildings 1, 3 and 8 of an existing apartment complex located at 315 Abercon Circle, Boynton Beach, FL, 33436: On or about February 12, 2020 and at times prior, an employee was using a ladder that did not extend three feet above the landing surface, thereby exposing workers to a fall of approximately 18 feet to ground level.
