29 CFR 1926.454(b): The employer shall have each employee who is involved in erecting, disassembling, moving, operating, repairing, maintaining, or inspecting a scaffold trained by a competent person to recognize any hazards associated with the work in question. a) The employer failed to have a competent person train the employees on the means and methods to alter the scaffold by moving the work platform planks from the 6th floor to the 7th floor of the core elevator shaft tubular welded frame scaffold. Employees were exposed to a 100 ft. fall hazard while moving the scaffold planks of the work platform by passing the planks up to the floor manually while standing on the scaffold frames. Safe access between the levels of the scaffold was not provided and the designed plans for the scaffold were not followed. Location: 422 Fulton Street, Brooklyn, N.Y.
