29 CFR 1926.453(b)(2)(ix): Articulating boom and extensible boom platforms, primarily designed as personnel carriers, shall have both platform (upper) and lower controls. Upper controls shall be in or beside the platform within easy reach of the operator. Lower controls shall provide for overriding the upper controls. Controls shall be plainly marked as to their function. Lower level controls shall not be operated unless permission has been obtained from the employee in the lift, except in case of emergency: Identity Services LLC, Geneva Commons job site: on or about February 3, 2017, employees working at height in the confined bell tower from the Elliott HI Reach model ECL 3 55 CH aerial lift's platform (basket) were exposed to injury as the platform leveling (tilt) toggle switch on the upper controls was incorrectly marked with its function reversed. Also, the surface of the plastic cover for the function label plate on the upper control box was damaged with cracks, chips, scratches and paint covering some areas making it illegible. There is no abatement documentation or certification required for this item.
